Bring the sugar and water to a boil in a medium saucepan. Slice the plums and remove the pits. Add them to the pan. Reduce the heat and simmer for 10 minutes.
Remove the pan from heat and let it sit for 30 minutes. Strain the syrup into a mason jar and stir in the vinegar. Cover and chill the shrub. Save the cooked fruit and stir it in your favorite oatmeal if desired.
To make a cocktail or mocktail: Combine 2 ounces plum shrub with 1 ounce vodka (if using) and stir. Fill with club soda and ice. Garnish with mint and enjoy!
